Taiwan National Computer Emergency Response Team Annual Report (2021)

TWNCERT (Taiwan National Computer Emergency Response Team) aims to support and enhance the government’s ability to respond and deal with cyber security incidents. In 2021, TWNCERT issued more than three thousand notice advisories to government agencies. TWNCERT also provided consulting and training services for government agencies and critical infrastructure sectors.

To strengthen the preparedness against cybercrimes, technology failures, and Critical Information Infrastructure incidents, TWNCERT conducted a national cyber security exercise, Cyber Offensive and Defensive Exercise 2021 (CODE 2021), including Red vs Blue confrontation live action exercise in energy-field.

Besides, TWNCERT launched a series of cyber security competitions in 2021 to nurture cyber security talents and promote cyber security awareness. There are more than thirty thousand students, and the general public participated.

TWNCERT (Taiwan National Computer Emergency Response Team) aims to support and enhance the government’s ability to respond and deal with cyber security incidents. In 2020, TWNCERT issued more than two thousand notice advisories to government agencies. TWNCERT also provided consulting and training services for government agencies and critical infrastructure sectors.

In order to strengthen the preparedness against cybercrimes, technology failures as well as Critical Information Infrastructure incidents, TWNCERT conducted a national cyber security exercise, Cyber Offensive and Defensive Exercise, including social engineering exercise, information system penetration exercise, and energy-field industry control system penetration exercise.

Besides, TWNCERT launched a series of cyber security competitions in 2020 to nurture cyber security talents and promote cyber security awareness. There are more than thirty thousand students and the general public participated. In 2020, TWNCERT participated in APCERT Drill 2020, OIC-CERT Cyber Drill 2020, and INCIBE-CERT CyberEx 2020. Through the drill and exercise, we are enhancing cybersecurity technical skills and incident response competencies. Moreover, we are strengthening the connections with international cybersecurity organizations.

National Center for Cyber Security Technology Annual Report (2019)

Since the implementation of Cyber Security Management Act in 2019, in addition to establishing a sound information security infrastructure, we also promoted related sub-laws to make the overall cyber security ecosystem more complete. The government's cyber security protection strategy is based on the foundation of the cyber security management act, while developing protection strategies and comprehensive in-depth defense structures, including the establishment of cyber security vulnerability report system, the development of assessment mechanism of the maturity of the life cycle of security system, and the promotion of Government Configuration Baseline (GCB). At the same time, through regular annual cyber security audits, technical inspections, and cyber offensive and defense drills, we might review the readiness of cyber security of government agencies from the more comprehensive aspect of defense in-depth.

TWNCERT (Taiwan National Computer Emergency Response Team) aims to support and enhance the government’s ability to respond and deal with cyber security incidents. In 2019, TWNCERT published more than two thousand cyber security advisories for government agencies. Also, TWNCERT provided consulting and training services for government agencies and critical infrastructure sectors.


To increase cyber security capability and promote cooperation, TWNCERT conducted a national large-scale cyber security exercise, named Cyber Offensive and Defensive Exercise. Besides, TWNCERT launched cyber security competitions for university students to nurture cyber security talents as well as created a cyber security protection game for raising cyber security awareness. Moreover, TWNCERT held 24 cyber security protection and eight Government Configuration Baseline trainings for government agencies.


In 2019, TWNCERT participated in various international events and delivered presentations on cyber security threats, detection techniques, and information sharing mechanisms at the Digital Crimes Consortium 2019 in Portugal, National CSIRT Meeting in Scotland, Underground Economy Conference 2019 in France, APCERT AGM & Conference 2019 in Singapore, APCERT training program, etc.

National Center for Cyber Security Technology Annual Report (2018)

Cyber security is a key element for Taiwan to become a digital country and develop an innovative economy. Therefore, in practice, the overall national cyber security technology development must understand the current situation of cyber security threats and protection, as well as develop cyber security promotion strategies. With the development of cyber security, namely, promote the strategies of “cyber security is national security”, in Taiwan (Republic of China), the National Center for Cyber Security Technology (NCCST) prepares an annual report on cyber security technology in the hope of technically achieving long-term observations and analysis of domestic and foreign cyber security threat trends.

Taiwan National Computer Emergency Response Team Annual Report (2018)

TWNCERT (Taiwan National Computer Emergency Response Team) aims to support and enhance the government’s ability to respond and deal with security incidents. In 2018, TWNCERT received more than seven hundred reports of cyber security incidents from government agencies and published more than two thousand security advisories to government agencies as well as provided consulting and training services.


To raise security capability, TWNCERT conducted a national large-scale cyber security exercise, named Cyber Offensive and Defensive Exercise, as well as launched cyber security competitions for university students. Moreover, TWNCERT held twelve national cyber security seminars, eight Government Configuration Baseline trainings and four Secure Software Development Life Cycle trainings for government agencies.


This year in Taiwan, TWNCERT managed to encourage major CI sectors and six regional collective defense centers to join as members of the National Information Sharing and Analysis Center and share cyber security information with other members.


TWNCERT will continuously enhance the collaboration with government agencies, particularly critical information infrastructure sectors, to build the public-private partnerships and collaborate with local and global CSIRTs to strengthen the cyber security awareness and incident handling capabilities.
